Forensic ballistic laboratory to help fight crime

The Dominican government has announced the formal inauguration of the first National Firearms System (SISNA), equipped with a hi-tech forensic ballistic and biometric laboratory. The lab work will help police investigators and prosecutors solve crimes. The lab can analyze bullets and bullet impacts to establish whether a certain firearm or tool was used in the commission of a crime.

The Ministry of Interior and Police is responsible for the new forensic laboratory that will service law enforcement authorities, including the Police, Armed Forces, prosecutors, the anti-drug agency and state intelligence agencies. The laboratory is located on Avenida Mexico near Maximo Gomez in Santo Domingo.

The government was represented at the event by Customs director Fernando Fernandez, Minister of Interior and Police Jose Ramon Fadul, Minister of the Presidency Gustavo Montalvo, attorney general Francisco Dominguez Brito, director of the Drug Control Agency (DNCD) Major General Rolando Rosado Mateo and Police Chief Major General Jose Polanco Gomez.

“With this new system authorities will be able to have strict control of all legal firearms and will be able to identify the weapon that was used and who is responsible,” said Fadul during the presentation of the system to the press. “We will know within seconds, using biometric data, to who the firearm is registered, what the person does and all the other personal data, and the weapon used,” he said. The Minister went on to say that weapons that are legally assigned to police, military, government officials and private citizens are in the same system. He said the system would also serve to control illegal firearms in the country, and is part of the government’s recently announced Comprehensive Safety Plan.

Fadul said that the software allowed for capturing and comparing digital fingerprints and facial morphology. He added that new firearm permits would now be issued with a QR Code for real time confirmation of the permits via mobile units.
