“No one is above the Constitution, not even the Constitutional Court,” proclaimed the presiding judge, who praised the harmonious work it is doing with the Supreme Court of Justice. Milton Ray Guevara stressed that the Constitutional Court (TC) complies with the regulations and the other government agencies should do the same in order to ensure that there are no problems. Speaking to Diario Libre’s editor and reporters during the Dialogo Libre program over the weekend of 15-16 June, Ray Guevara warned that there were a lot of conspiracies and enormous struggles to prevent the creation of the Constitutional Court.
He said that for example, in the first reading of the reform proposal that proclaimed the Constitution that went into effect on 26 January 2010, the TC was not listed despite the fact that this court had been highly recommended during public hearings. Ray Guevara said that the creation of a chamber with a certain level of independence within the Supreme Court of Justice was suggested, in order to prevent a confrontation with the Executive Branch. “Well this was demonized and did not appear in the text. Then, during the second reading was when the Constitution Court appeared,” he recalled.
