Recently appointed Chief of the National Police, Major General Manuel Castro Castillo, has just instituted a series of sweeping changes in the force, changing the personnel at nearly every command throughout the country. Even Police spokesman General Maximo Baez Aybar has been replaced. He was sent to Barahona to command the South Regional Command. To replace him, Castro Castillo appointed Colonel Jacobo Mateo Moquete. At the time of his appointment he was spokesman for the Metropolitan Transport Authority (AMET).
Most of the commanding generals at the regional level were replaced by colonels, and most of the generals were shifted to what might be called ‘less imposing’ positions that do not deal with the public on a day to day basis. Of the 29 generals or 52 left without specific tasks, eight were among those promoted by former Police chief Jose Armando Polanco Gomez.
Castro Castillo appointed his own brother, Colonel Pedro Jose Castro Castillo in charge of the Human Resources Department of the Police. He justified the appointment on groudns that the officer has 28 years in the service.
