Old style jails need trained personnel

According to the director of prisons, Tomas Holguin, the problem with some Dominican jails is that they are not professionally run.

During a television interview, he said that only 16 out of 36 prisons have been changed to the new model prisons, and that these are managed by specialists, who know that their job is to rehabilitate the inmates. In the older prisons, however, operating under the old system, they are run by members of the military, untrained in prison management and it is in those where the problems usually occur.

He made the statement in the context of the recent rape of a minor in a jail in El Seibo in the east, which is currently under investigation.
