Dominican captain oversees port in Papua New Guinea

Dominican Navy captain, Cesar de Windt is the new regional manager of the northern region for Papua Guinea Ports in Oceania. He is based in the capital city, Port Moresby. Papua New Guinea has a population of more than six million people and is regarded as one of the fastest growing economies in the world. De Windt is in charge of the ports of Lae, Madang, Wewak, Vanimo, Kimbe and Rabaul. The news of his new appointment was carried in the Post Courier of Papua New Guinea.

De Windt previously served as the advisor to the port company. The port is undergoing modernization of its programs. Since 2008 Captain Cesar De Windt has been working with Papua New Guinea Ports Corporation Limited (PNGPCL), a state owned but independently operated company. He had served as advisor to improve and develop port operations systems and processes.

Prior to working in New Guinea, he was a maritime security cargo operations specialist in Washington D.C. and for Caribbean and South American ports.

He is a former port manager for the Port of Cristobal in Panama, Terminal Manager at Port Everglades, Florida. He has also been out port manager/operations research supervisor in Mexico, St. Lucia and the Dominican Republic. He has worked as operations manager/port captain for Continental Cement of Florida and stevedoring manager for Maritima Intergroup in the Dominican Republic.

He comes from a family with a Navy tradition. His father was the late Vice Admiral Cesar de Windt Lavandier, after whom the Dominican Naval Academy is named.
