Government advances on regularizing foreigners

The government has started working on the two points that correspond to them that were established in the controversial Constitutional Court (TC) nationality ruling 168-13 issued 23 September 2013. After the more than three hour meeting with key government officers, yesterday, Wednesday 23 October, the National Immigration Council agreed that in no more than 60 days they would draw up a Foreigner Legalization Plan, while the Central Electoral Board (JCE) should deliver within 30 days a report on the impact of the sentence on the foreigners registered in the national registration system, legal as well as illegal. The Court ordered the government to implement the program contained in Immigration Law 825 dating back to 2004.

Both aspects are set out in points seven and six of the Court’s decision.

The government also complied with the high court decision and reiterated its commitment to respecting the Constitution, the laws and the independence of the government branches and the constitutional agencies. The council decided to appoint the National Immigration Institute with immediate effect.

The meeting that began at 9:10 in the morning was held in a private room of the Presidential Palace and was attended by President Danilo Medina. Minister of Interior and Police Jose Ramon Fadul, Minister of Defense Sigrido Pared Perez, Minister of Labor Maritza Hernandez, Minister of Tourism Francisco Javier Garcia, Minister of Public Health Freddy Hidalgo, Minister of Agriculture Luis Ramon Rodriguez, Deputy Foreign Relations Minister Jose Manuel Trullols, JCE president Roberto Rosario, Chamber of Deputies Interior and Police Commission chairman Elpidio Baez, Immigration Department director Jose Ricardo Taveras, Presidential legal advisor Cesar Pina Toribio and Presidency Minister Gustavo Montalvo were also present.
