The Public Electricity Corporation (CDEEE) announced on Friday, 15 November that Odebrecht-Technimont was the only bidder to reach the minimum 40 points in the technical evaluation for the tender for the construction of two coal-fired 300 mega power generation plants, at an estimated cost of US$1.5 billion. The plan is to increase the country’s power generation capacity in order to bring down electricity prices.
An economic evaluation by international companies BNP Paribas, Deloitte and Fundacion Economia y Desarrollo is still pending.
The runner-up company, POSCO had called for disqualifying Technimont on the grounds that it had legal cases open abroad. It also had pointed out that the two consultants for Stanley Consultants, Larry Shell and Steve Schebler had also served Odebrecht in the capacity of determining whether a coal-fired plant in Kentucky would serve the Dominican purposes. The Eastern Kentucky Power Cooperative (EKPC) had decided against the installation for environmental and cost reasons. The CDEEE had hired Stanley Consultants to evaluate the submitted technical bids.
Odebrecht is best known in the Dominican Republic for quality road construction and the northwest aqueduct projects.
Stanley Consultants evaluators gave Odebrecht-Technimont 48.95, China Gezhouba Group 34.85, Posco Engineering 35.70, SepcoIII Electric, Shanghai Electric and Dynamics Solution 29.95.
