The National Immigration Council met yesterday at the Presidency to review the Proposal for the Ruling for the National Plan for Legalization of Foreigners with Irregular Migratory Status. It is presented in its entirety in the media today, Tuesday 26 November, opening up to a three-day window for receiving comments prior to the issuing of the decree with the National Legalization Plan.
The proposal indicates the goals of the plan are to create new opportunities for foreigners who adhere to the plan and its procedures, contribute to improve living and working conditions, strengthen national public security and reduce the number of foreigners who have lived in the country for uninterrupted periods of time and do not have regular status here.
The plan includes several phases for the implementation. People who can prove they were born in the Dominican Republic and who by the Constitutional Ruling 168-13 establishes that they do not automatically acquire Dominican nationality will be able to follow a special naturalization procedure.
The proposal establishes that foreigners seeking legalization need to present proof of the time they have been here, local social ties and work record. The status of parents who are legalized will be extended to their children or those under their legal custody as determined by a court.
Minister of the Presidency Gustavo Montalvo was also at the meeting, as well as Presidential Legal Advisor Cesar Pina Toribio and Minister of Interior & Police Jose Ramon Fadul.
