Migration expert Juan Manuel Rosario told Diario Libre that there is the intent to give more legal rights to people who have entered the country illegally than people who entered legally as a student, temporary work permit or with a business visa. As reported in Diario Libre, he says that efforts are being made to ensure that whoever entered illegally is not in transit. Commenting on the opinion of the Inter-American Commission for Human Rights (IAHCR) he said: “If it is the case that International Law and the domestic laws of the Dominican Republic are not valid for deciding rights of the Dominican government, then they should say so clearly. If what they are seeking is to disintegrate the Dominican state, then they should say so clearly,” he said. He said that it is evident that the country has the right to establish who gets and who does not get Dominican nationality.
