New cedula will not be truly biometric

A German multinational company, Caelum, is disputing the winner of the tender for processing the new identity cards (cedula) saying that there have been violations of the law and other irregularities in the process.

Lawyer Francisco Alvarez submitted a complaint against the General Secretary of the Central Electoral Board (JCE) yesterday, Monday 9 December, stating that the new cedula will not be biometric or any safer than the current one. He said that instead of having microchips, which are now being used internationally, and which hold the fingerprint data of all 10 digits, it will only have a barcode with capacity for two fingerprints.

He said that the proposal that was chosen is missing several elements, some of which were obligatory, including the fact that the laminate will not have a hologram and the other side of the card will have no type of security. He said that even gym memberships cards are more secure.

Thirteen companies competed to win the contract that has been awarded to Pyhex Ventures.
