Two analysts, Jose del Castillo and Rafael Nunez (former press director during the Leonel Fernandez administration) share interesting insider information to understand the Dominican stance on the decision to implement long-standing rules on who is Dominican and for legalizing foreigners in the country, after decades of a laissez-faire approach by Dominican governments. Jose del Castillo recalls that Haiti is a failed state, ranked eighth among failed states in the world according to the Failed States Index of the Fund for Peace. The DR is ranked 95th. In the 2006 index, the DR was placed in 19th place due to the “risk of contamination” from Haiti. The DR and Haiti share a border of 388 km.
Rafael Nunez gives history lessons into chapters of Dominican history reflecting on the bloody history of Haitian rule and why Dominicans do not want for the DR what Haitians have done for Haiti.
