According to the inhabitants of the National District the main problem that they face is the lack of civic education and the lack of discipline when driving. This is not really news for most readers of Diario Libre, whose editor Adriano Miguel Tejada has spoken out on this subject on repeated occasions. Now, the 2013 Government Survey on Safety and Territorial Management of the City Government of the National District has confirmed this reality. Nearly 79% of the respondents who filled out the form, 940/1200 said that these were the main problems, and this was the third straight year of this level reporting. From the first report in 2006 until the latest report, the appreciation of the lack of civic education has increased from 25% to 79%.
