The Central Electoral Board (JCE) is taking the man known as William Medina Ferreras to court. Medina sued the Dominican Republic for expelling him on racial grounds before the Inter-American Court of Human Rights and the video of his appearance in a hearing held in Mexico in October 2013 was circulated in the DR. The Dominican Republic presented evidence of identity fraud at the hearing. Medina claims to have been born in Cabral, Barahona to Dominican parents Abelardo Medina and Consuelo Ferreras. At the time, the JCE showed a video where three children of the same parents deny the relationship. Medina has a Dominican birth certificate and identification document No. 019-0014832-9. The JCE was able to prove that they were fraudulently obtained. JCE president Roberto Rosario said that investigations have revealed that the man calling himself Medina Ferreras is actually a Haitian known as Winet of Anse-a-Pitre, Haiti. The JCE says that because of the case they have suffered incalculable damage that has directly affected their performance as a service institution. With the suit they seek civil reparations for the damage and losses that Rosario said were estimated at RD$1 million, as well as for the corresponding penalties to be imposed.
The JCE is also asking the District Attorney to investigate four Egyptians who are suspected of identity fraud. Rosario said they have received reports from state security agencies that Mohammad Shad gave Mohhamad Shandu, Atif Khan and Sharooq Massad Syed US$7,500 for three identity documents. “We have ascertained that at least one of the documents is false,” said Rosario. The name of a Dominican was used.
The civil cases were presented to National District prosecutor Yeni Berenice Reynoso by Rosario, together with JCE civil registry coordinator Cesar Francisco Feliz and JCE general secretary Ilario Espineira.
