The conference serves as a forum for political dialogue and cooperation by bringing together 22 Spanish and Portuguese-speaking countries (19 Latin American and Spain, Portugal and Andorra from Europe).

As reported, President Medina is accompanied by Minister of the Presidency Gustavo Montalvo, Administrative Minister of the Presidency Jose Ramon Peralta and Foreign Relations Minister Andres Navarro.
