Not much support for proposed non-resident visa

Senator Adriano Sanchez Roa and deputies Teodoro Reyes Ursino and Vinicio Castillo have rejected a proposal to create a two-year non-resident visa as suggested by the Minister of Interior and Police, Jose Ramon Fadul, after only a small number of undocumented foreigners have legalized their status under the National Foreigner Legalization Plan.

Sanchez Roa believes that the lack of interest in the plan from undocumented Haitians will show the international community that the problem is not the Dominican government’s fault.

Reyes Ursino attributes the lack of support of the Haitian government for the low rates of legalization among Haitian immigrants and Castillo said that the proposed new visa would simply lead to more illegal immigration from Haiti. The Haitian government has not provided the basic documents the Haitians need to legalize their status.

Executive vice president of the Foundation for Institutionalism and Justice (FINJUS) Servio Tulio Castanos Guzman said that from his point of view it might be possible but he would wait to hear the legal and operational arguments.

Presidential legal advisor Cesar Pina Toribio refused to comment, saying he did not know the details of Fadul’s proposal and that he would have to study it before giving an opinion.
