No consensus on political party bill

With opposition parties accusing the ruling PLD of seeking to use their majority to pass a custom-made bill, the Political Parties Bill once again failed to pass in the Chamber of Deputies yesterday, Thursday 5 March 2015. The PRM and the PRD and other minority parties criticized the fact that the bill had been changed from the draft that had met with consensus of the parties in meetings mediated by Monsignor Agripino Nunez. The bill supported by the PLD was primarily criticized for having removed provisions for ensuring transparency and accountability by politicians.

A first reading of the bill had been passed with simple majority in the Chamber of Deputies, which led opposition legislators to say that they would contest the bill if it became law in the Constitutional Court. The Constitution establishes that the bill is an organic law that needs a two-thirds majority of legislators for it to pass. Thus, the bill never made it to the second reading when the legislative initiative was removed by the PLD due to lack of consensus.
