Major General Manuel Castro Castillo says that two Haitian generals have been invited to attend the investigation into the murder of Henri Claude Jean, a Haitian national in a park in Santiago on 10 February 2015. The victim, who reportedly worked shining shoes in the park, was found hanged with his hands and feet bound. The generals are due to arrive this Wednesday, 11 March. Last week, it was reported that the police had invited Spanish forensic experts to assist in the ongoing investigation to close the case. The Haitian government has described the murder as an example of violence against Haitian residents in the DR. The Police say that they believe the lynching is linked to a robbery carried out by fellow Haitians. Castro Castillo says: “We expect to present the hypothesis to show the progress made in the investigation so far. Our investigations have shown that neither xenophobia nor racism were involved in the case,” as reported in Diario Libre.
The case has been used by campaigners opposed to the Dominican Republic’s implementation of a national plan to legalize foreign immigration in the country ordered by the Constitutional Court in 2013.
