Following three weeks of tension in relations between Haiti and the Dominican Republic that led to the temporary closure of Dominican consulates in Haiti, a meeting between the foreign ministers of both countries will be held today, Tuesday 10 March 2015 in Antigua, Guatemala, at the 20th Meeting of the Council of Ministers of the Association of Caribbean States (AEC).
Foreign Minister Andres Navarro of the Dominican Republic and Foreign Minister Pierre Duly Brutus of Haiti are expected to discuss ways of improving relations.
The recent problems started in January 2015 with violent protests in Anse-a-Pitre, across the border from the southwestern town of Pedernales, in demand of the release of three Haitian fishermen who had been arrested for fishing in Dominican waters.
Calm was restored when Haitian authorities guaranteed that Dominican personnel could leave the consulate where they had been holed up, scared for their safety.
On February 11, a Haitian man was found hanging from a tree in Santiago and the investigation is ongoing with two Haitian generals invited to assist. The man is thought to have been killed by his compatriots, but Haitians have claimed that Dominicans had committed the murder, motivated by xenophobia and racism.
Following accusations of racism and xenophobia against the Dominican Republic, hundreds of Haitians marched in Port-au-Prince on 25 February 2015, raised the Haitian flag at the Dominican consulate and burned the Dominican flag. As a consequence, the Dominican government ordered the closure of all Dominican consulates leaving just security staff behind. A business attache was left at the Dominican Embassy where services are also at a minimum.
