Haiti’s Judicial Police director Remau Normil and Frederick Leconte who is in charge of Interpol in Haiti have arrived in the Dominican Republic to support local investigations into the murder of Haitian Claude Jean Harri, “Henry” also known as “Tulile” who was found hanging from a tree in the park in Santiago on February 11 2015. The investigation is being led by the Police Criminal Investigations Department headed by Cesar Sena Rojas.
Local investigators have four hypotheses, and have excluded xenophobia as the motive that has been suggested in international media coverage of the incident.
Police spokesman Jacobo Mateo Moquete said the Haitian police officers were in the country at the invitation of Dominican Police Chief Major General Manuel Castro Castillo who asked them to play an active role in locating the Haitian suspect sought to continue the case investigtions.
As reported in El Dia, the Dominican Police says that one of the Haitian suspects may have crossed over to Haiti and that is why they can’t locate him. They are requesting Haitian police cooperation in solving the case. Two Haitians are already under arrest in Santiago on suspicion of murdering Tulile. The fugitive Haitian is suspect of having also murdered a woman in Santiago. The local police suspect that the “Tulile” was hanged to prevent him from informing.
As reported, the victim’s wife submitted a complaint for a Police investigation into two Haitians she suspects of involvement in the crime.
In the past, Dominican police officers have traveled to Haiti to help with cases under investigation by the Haitian police.
The Police have also invited Spanish forensic experts to help with the investigation for increased transparency and credibility of the findings.
