Consulates in Haiti to reopen tomorrow

During a meeting in Jimani on Friday, 13 March 2015, Ministers of Foreign Relations Pierre Duly Brutus of Haiti and Andres Navarro of the Dominican Republic agreed that the five Dominican consulates in Port-au-Prince, Anse-a-Pitre, Cap-Haitien, Ouanaminthe and Belladere in Haiti would reopen on Tuesday, 17 March 2015. It was also agreed that Dominican ambassador Ruben Silie would return to the Dominican Embassy in Port-au-Prince this week.

The consulates and embassy had been reduced to minimum operations after the storming of the Dominican consulate in Port-au-Prince on 4 March, when protestors raised the Haitian flag and burned the Dominican flag. Relations cooled down further after Minister Brutus in Haiti made comments in support of the Haitian protest.

The ministers also agreed the Mixed Bilateral Commission would meet again that on 27 March to follow up on previous talks and agreements.

Navarro stated that the Haitian government has pledged to provide security to the missions in Haiti. In turn, Dominican authorities are committing to ensure the safety of the Haitian missions in the DR.

As reported in Diario Libre, Brutus conceded that Haiti’s problems needed to be resolved by them and not by other nations. He expressed his satisfaction at the progress made in discussions with the DR and also guaranteed the safety of cargo transporters who cross the border with supplies for Haitian markets.

Brutus also said his government would have an answer on the results of the investigation with which senior Haitian police officers are cooperating within five to 10 days, into the death of a Haitian in Santiago park. The Dominican police believe that the person who carried out the lynching of the Haitian immigrant known as Tulile who was found hanging in a Santiago park is a Haitian who has since fled to Haiti.

Friday’s meeting between the two foreign ministers lasted for three hours and focused on development topics, border security, migration, trade, investment and other topics, as reported in Diario Libre.

The DR was also represented by Minister of Defense William Munoz Delgado, chief of the Police Manuel Castro Castillo, Commander General of the Army Eugenio Matos de la Cruz and members of the Ministry of Foreign Relations and previous participants in the Mixed Bilateral Commission.
