According to Central Electoral Board (JCE) president Roberto Rosario, as of 16 March 2015, the master list of voters is 7,422,084.
With 14 months to go to the presidential, congressional and municipal elections in May 2016, just over 1.5 million people have still not obtained their new identity and voting card, or cedula. This represents 20.65% of the total master list. So far, the card is essential for voting in the election.
A total of 23,546 IDs are being processed.
In order to encourage people to obtain the card, this week new offices to issue them will be set up in Italy, Switzerland, the Netherlands and other places with significant numbers of Dominican expatriates. At the last elections, 400,000 Dominicans living overseas voted.
According to Rosario, so far 24,292 foreigners have renewed their identity cards.
The process to renew the cards began on 15 April 2014.
