RD$904m “emergency” works to benefit government officials, says Nuria

Investigative journalist Nuria Piera reports that the National Potable Water and Aqueducts Institute (INAPA) has been spending millions of pesos in violation of government procurement procedures and benefiting companies linked to the director, Alberto Holguin.

She said that INAPA used law 340-06 to apply a “loophole” that allows for “emergency” hiring in November 2012 for RD$904 million without having to go through a tender. Presidential decrees supported the procurement.

Piera says that the emergency works were not real emergencies.

Decree 618-12 specifies that the national emergency was tropical storm Sandy, but Piera presented several contracts for million-peso contracts for locations outside of the provinces specified in the decree where the exemption from tenders was authorized.
