Getting ready for deportations

Defense Minister, Lieutenant General Maximo William Munoz Delgado says that 2,000 Armed Forces personnel have been trained in humanitarian skills, Haitian Kreyol and other matters in order to support the Migration Agency (DGM) in the deportations of undocumented migrants who have not registered under the National Foreigner Legalization Plan.

Diario Libre reported that the Defense Minister and the director of the Specialized Border Security Corps (Cesfront) are at the border today, Tuesday, 16 June 2015, the last day of the one-year period undocumented foreigners were given to register to legalize their status. The defense minister said that a modern surveillance system has been set up, including the use of drones for the first time, in an attempt to reduce the entry of undocumented migrants and contraband over the border with Haiti.

Munoz Delgado warned that any foreigners who have not registered under the National Foreigner Legalization Plan (PRNE) would have to return to their country without protest.

Munoz Delgado says the deportations will be carried out in keeping with international rules and regulations and no one would be mistreated and everyone’s human rights would be respected. Migration has worked with experts from the Organization for International Migration, the United Nations, the National Council for Children and Adolescents (Conani) and other government entities to prepare for the process.

The deportees will be taken to Haiti via four border posts at Dajabon, Jimani, Pedernales and Elias Pina, as agreed with the Haitian Ministry of Foreign Relations.

Throughout the process, Haitians have complained of their own government’s inefficiency in providing essential documents like birth certificates, for them to benefit from the Dominican Republic National Foreigner Legalization Plan (PNRE). In Haiti most people do not have legal documentation but this creates serious problems when they go abroad and identity documents are required.
