Foreign Relations Minister Andres Navarro met with rectors and vice rectors of 19 universities in the country and explained the scope of the National Foreigner Legalization Plan (PNRE) and the National Human Rights Plan at the Ministry of Foreign Relations on Friday, 23 July 2015. Navarro called for the support of the universities for the efficiency and success of the new migratory policy based on the Constitution of the Republic, national laws and international conventions the Dominican Republic is a signatory of.
“We understand that academia can play a key role in the implementation of this regulatory tool for undocumented migration in the country and that is why we have wanted you to be sufficiently informed on this mechanism and the efforts of the government given the international smear campaign the country is subject to,” he explained.
He said the most important challenge of migratory policy has yet to begin. Navarro predicts that the PNRE will continue to be a target for criticism in the coming years. He called on academia and civil society to help frame the discussion and evaluation of the PNRE. He called for the creation of a common agenda with the rectors to follow up on the actions under the plans.
Also speaking at the meeting, Minister of Superior Education Ligia Melo said that because universities are in constant contact with young people, it is important that the administration and faculty of these universities effectively communicate the facts surrounding the country’s migratory policy.
