An expert in electricity issues, Bernardo Castellanos says that the government renegotiation of US$778 million in arrears with the power generators should never have happened. He says that it demonstrates that the government and the CDEEE are “prisoners of bad decisions” when it comes to handling the electricity sector finances. He said the transaction would lead to millions worth of losses to the public coffers.
