Food processing companies Semillas del Caribe and Granos Nacionales, part of the Macapi Group, are complaining that they were severely affected by what they desceibe as “discriminatory practices” in a recent public tender for the purchase of beans for the Presidential Social Plan. In a letter addressed to President Danilo Medina, they point out that in a tender that they won in November 2014, for 8,200 quintals of black beans, the Presidential Social Plan only accepted 4,950 quintals, on the grounds that the beans were not produced nationally.
In another tender held in 2015 they say that 11 companies were bidding and offering black beans and of these, only five were selected for the opening of the offers. Three of these companies, according to the Macapi Group, belong to one individual.
They point out in detail that in this tender the amount requested was 21,600 quintals of beans, which they offered at a price of RD$3,740 per quintal, but the Presidential Social Plan authorized the purchase of the same amount of quintals of beans at an average price of RD$4,265 per quintal.
The business group says: “What leads us to send this letter is neither a question of pennies, nor thousands or millions of pesos, or even an attempt to undermine the good name of our companies, but because we believe that transparency and clear procedures should begin to operate in the country in everything related to state resources.”
