The Central Electoral Board (JCE) has announced that legislators will be elected on the same basis as in the 2012 election, regardless of population. JCE president Roberto Rosario accepted the decision of Superior Administrative Tribunal (TSA) that had also ordered (Resolution 06-2015 of 5 July 2015) that the number of deputies be capped to the 2012 numbers. The TSA ruling is contrary to Art. 81 of the Constitution that establishes that the number of legislators should be proportional to population numbers in each province and the National District. Sectors have said that the JCE should have appealed the TSA decision instead of accepting. Reports indicate that the maintaining of the present number of deputies was favored by the ruling PLD party, and other political parties did not oppose the decision by the TSA despite the later being in violation to the Constitution.
If the number of legislators had again been increased in relation to population, the province of Santo Domingo would have had to appoint eight less deputies, for instance.
The JCE also approved the ruling for alliances and coalitions, with a registration deadline of midnight on 1 March 2016.
The JCE also announced an agreement with the Church of Jesus Christ of the Latter Day Saints, which is providing the Board with five special computerized cameras to use for scanning and digitizing the civil registry folios and books to speed up the process of fully automating the civil registry.
