The Ministry of Environment has turned down a proposal for the expansion of the Rancho Guaraguao real estate development located within the Juan Bautista Perez Rancier (Valle Nuevo) National Park. The authorities ordered a halt to the construction of a road that would allow for the expansion. Rancho Guaraguao was built on Loma La Neblina near Constanza by former Minister of the Armed Forces Miguel Soto Jimenez.
