Did the Literacy Plan fall short?

At the start of his presidency, Danilo Medina announced that the target was to teach 800,000 people to read and write by the end of his four-year term. The initial plan was to teach 800,000 people to read and write in two years. The reader says more than three years have gone by and the latest bulletins show that fewer than 500,000 people have completed the programs. The writer, Juan Mojica, says that the funds for the program have been diverted to the Quisqueya Empieza Contigo (Quisqueya Starts With You) program for the construction of 100 daycare centers.
