The Central Electoral Board (JCE) IT director, Franklin Frias, has clarified that in the 15 May 2016 elections, Dominicans will vote in the same way as they have always done, as reported in El Caribe. This year Dominicans will vote for 4,106 posts at presidential, legislative and municipal levels. More than 24,400 candidates are running for 26 political parties and seven political movements.
Once the ballot is received, the voter will mark the desired box to cast the vote for the candidate and party of their choice, in exactly the same way that voting has been carried out throughout modern electoral history, said Frias.
Frias said that the only area where there are substantial changes is in the use of technology, with new equipment that will capture each voter’s biometric details. This will enable the JCE to keep track of how many people have voted in real time. When the citizen hands over their ID card, the information will be confirmed by a QR code, to double-check whether the person’s identity is correct and that they are authorized to vote. Only citizens who have changed their ID for the new ID will be allowed to vote.
He added that once the voting session is closed, the JCE teams will scan the ballots, read them and then at the end will issue a printout that will be reviewed and examined by the political party delegates and members of each voting station. The ballots will be kept in a secure pouch in case any re-examination is necessary.
