Participacion Ciudadana lists errors during election process

In its first election monitoring report issued yesterday, Monday 16 May 2016, civil society organization Participacion Ciudadana (PC) revealed several errors in the installation of the electoral centers and the lack of a printed electoral roll.

According to PC general coordinator Josefina Arvelo, their observers reported that 33.5% of the electoral collages were ready before 6am when the polls were due to open, 48% between 6am and 7am and 18.5% completed the installation process after 7am that was much worse than in 2012.

She said that in 3% of cases the electoral roll had not been printed out. The automated vote counting system was lacking in 26% of voting centers, with the same number of printers lacking as well.

In 9% of cases there were no ballot boxes, and 6% had no ballot papers when the voting stations opened.

In 13% of the voting centers there were no voting booths and in 3% the placement of the booths did not ensure a secret vote.

CP said that 47% of the voting began between 6am and 7am that was compared with 80% in 2012.

CP also confirmed that some of the equipment was not functioning and they did also see buying of identity cards although this was not as widespread as in 2012.
