The leading opposition party, the PRM has asked the Central Electoral Board to appoint civil society and media representatives to monitor a vote recount. In a letter dated yesterday, Thursday 19 May 2016 signed by PRM president Andres Bautista and general secretary Jesus Vasquez, makes the request “to ensure the credibility and transparency of the vote.”
The PRM is also asking for the results of the manual count to be the ones that are published in the provisional bulletins at all three levels. The JCE had agreed to this three days before the election, on 12 May 2016, but preliminary bulletins were released with results based on the electronic vote. Prior to the election, seven political parties made the request because they did not trust the new electronic vote counting systems installed by the JCE. The procedure agreed on 12 May established that if there were any discrepancies between the results of the automated and the manual counts, it would be verified at every level and the manually counted results would be published in the corresponding bulletin. There have been major discrepancies in many voting districts where the vote has been close. In some cases, a new vote count has been requested.
The OAS electoral mission in its report observed major failures in the use of the new electronic systems, proving the extra caution was well called for.
