In an unprecedented move, the president of the Central Electoral Board (JCE) gave a 55-minute TV speech yesterday evening, Thursday 2 June 2016 to defend the organization of the general elections under his mandate. The speech was broadcast by several TV channels. Rosario defended the JCE, saying that it had fulfilled its role despite all the situations created to hinder the productive electoral process, which he described as “clean, legitimate and transparent.” He said that it was evident that many of the participants in the election were not prepared for a democratic competition. In many situations, according to Rosario, many want to cause chaos to prevent the real results from being known on time.
In his talk he also praised the civic behavior of Dominican voters.
He pointed to the complexity of the system with the members of the electoral stations having to make eight different counts in a single night: electronic and manual for the presidential level (A), the same operation at the municipal level (B) and at the congressional level (C), followed by the preferential vote for the deputies (C1).
Rosario said that the existing legal gaps that prevent the JCE from imposing reasonable limits on private funding, electoral spending and political propaganda were some of the reasons that prevented the electoral process from proceeding more smoothly. “In our country there is no floor or ceiling on political financing. Any individual or company can contribute millions to any political candidate at their own convenience without any restrictions,” he stated.
In his speech the JCE president gave guarantees that the essential content of the voting acts was the legitimate expression of the will of the voters.
