Former Dominican ambassador to the Organization of American States (OAS) and the United States, lawyer Flavio Davio Espinal considers that the current political situation in Haiti should be the focus of the ministers of foreign relations attending the OAS 46th General Assembly that is being held in Santo Domingo from Monday through Wednesday, 13-15 June 2016.
Interviewed on the radio program Esferas del Poder by journalist Federico Mendez, Espinal commented that the OAS has not given the political crisis in Haiti its due attention. “I am concerned that the topic will not be even discussed because it is not on the formal agenda of the ministers, because the theme is the institutional strengthening for sustainable development, that is a very wide topic.”
But Espinal said he was sure that hot topics, such as the Haitian crisis, will probably be discussed in informal private meetings among the attending foreign affairs ministers. He said that in Haiti there is an institutional void, with the annulling of the elections, the naming of a provisional government and that the announcement of elections for October is not clear.
In Santo Domingo, speaking at a press conference on Sunday, 12 June 2016, secretary general of the OAS, Luis Almagro told journalists that the provisional government has been given a single term in office of 120 days. After that term is over, a new provisional government will need to be elected if the general elections to elect the president have not taken place.
