The world standard is 5%, but in the Dominican Republic 30% (10,858 of 35,317 policemen) of the file and rank of the Police are high officers. A report in El Dia today indicates this affects the efficiency of the Police. The ranks of officers range from second lieutenants to mayors and captains through mayor general, the rank of Police chief Nelson Peguero Paredes. Actually, there are more officers than police agents numbered at 10,502. Security expert Daniel Pou called the Dominican police a “macrocephalic institution” or top heavy security force. “This results in that the patrols are carried out without the supervision that guarantees the quality of their work,” he explained.
A bill in Congress stipulates a gradual reduction to no more than 20 generals in the Police. In 2014, the Police had 56 generals.
El Dia indicates that the Police of Puerto Rico, with 18,000 on the force, has only 711 officers, or 4% of police. The Police in Colombia, with 180,000 members also has only 4% with officer ranks.
