More undocumented Haitians enter by way of the border with Haiti than those who enter legally, according to a report in Listin Diario published on 19 January 2018. Reporters concluded that the Migration Agency (DGM), the Customs Agency (DGA) and the Specialized Border Security Corps (Cesfront) have the technology to control the entrance and departure of immigrants; but the technology is underutilized.
A military official, who requested not to be named, told the newspaper that there is scant surveillance at crossing points known to be used by the undocumented to enter the country.
