Los Tres Brazos title scam case opens on Monday

Judge Alejandro Vargas set for Monday, 30 July 2018, the opening of the case against 11 defendants by the in the Los Tres Brazos title scam. The Attorney General Office has accused the director of the National Titles Registration Agency Rosabel Castillo; Leoncio Almánzar Objío, former director of CORDE; Irving José Cruz Crespo, former legal advisor to Corde; Manuel Aybar Ferrando, former real estate division director; Domingo Gerardo Lebrón de los Santos, rothers Carlos Aris Gómez Williams and Julio César Gómez Williams, lead shareholders in Infepa. Also Juana Ynés Gómez Williams, sister to Gómez Williams and lead shareholder and representative of the Proyecciones Inmobiliarias GOWI; José Enrique de Pool Dominici, lead shareholder and representative of TITULATEC, and land surveyors Ana Antonia Ozuna Nolasco and Hadonis Ruiz Mella.

The Attorney General Office accuses the defendants of participation in illicit acts, including prevarication, abuse of jurisdiction, falsity and use of false documents, embezzlement, fraud against the state and association of criminals, among other charges outlined in the Penal Code.

Attorney General Jean Alain Rodriguez said the Los Tres Brazos state land was transacted for RD$80 million with the state and later sold for RD$200 million.

At the end of 2016, President Danilo Medina ordered the “immediate suspension” of any sale or resale of the properties located in the Los Tres Brazos sector, as well as any type of eviction action against the occupants of that neighborhood located in eastern Santo Domingo.

At the time, President Medina appointed a commission to inquire about the sale. The commission said the sale had been “precarious and irregular”. Subsequently, on 12 February 2017, Medina ordered the suspension of the operations of Corde and the Commission for the Reform of Private Enterprise (CREP), and ordered the dissolution of both entities, while repealing Decree 398-08 , that had appointed Leoncio Almánzar as general director of Corde.
