Recent blackouts are attributed to several power plants being off the grid. A report in Diario Libre explains that CESPM (former Cogentrix) with 100 MW, Itabo II with 132 MW, AES Andres with 197 MW and San Pedro Bio-energy with 30 MW were not generating last week, detracting 459 megawatts from the grid.
