Wander Martínez, Carlos Javier Aquino and Frenchman Fabrice Alain Jacques Passera were accused of running a child prostitution center in the 24 de Abril area located between the slums of Gualey and Capotillo in the National District. Lubricants, erotic clothing, a digital camera and other items were found in the home of Martínez. Colonel Francia Hernandez, commander of the National Police Department of Human Trafficking, led the raid on Friday, 12 July 2019 and the arrest of the three men at the house after being tipped off. The department received a telephone call informing the Police that a foreigner had gathered teenagers to film pornographic videos.
Regardless, on Monday, 15 July 2019, Judge Jose Alejandro Vargas ordered the release without pre-trial measures of the three after the Public Ministry did not present evidence for the court to order the coercive measures.
