
The Central Electoral Board (JCE) reported late last week that it will propose to ten of the recognized parties and political movements the use of parallel manual counting and electronic voting at all of the voting stations for the municipal elections of 16 February 2020. The results of the automated and manual vote count would be available on the same day.
The proposed procedure consists of the registration (through the use of the voter registration lists, either physical or computerized), automatic voting, automatic and manual counting. The results will be transmitted after the manual count has been completed and approved in the presence of 10 delegates at the voting station.
The JCE has given political parties until Monday, 25 November 2019, to send their opinions and proposals for the voting system to be used in the 2020 general elections. The municipal election is scheduled for 16 February 2020 and the congressional and presidential election for 17 May 2020. The parties have requested a two-day extension to present their recommendations.
