Oxfam highlights problems with the National Budget

Oxfam has submitted a proposal to the Chamber of Deputies-Senate committee that is studying the 2020 National Budget suggesting revisions regarding RD$23 billion. Economist Rafael Jovine is citing abundant evidence of wasteful spending in the National Budget and that it has severe limitations concerning the reporting of goods and services. The economist says that several chapters of spending do not comply with guidelines of the 2030 National Development Strategy Law.

Besides, the report, “Fiscal Autopsy: Assessment of Spending and Revenues of the Government to Guarantee Rights,” discusses corruption and political patronage in the administration of public resources, as well as irregularities. It mentions 40 programs in 22 public institutions that have been allocated substantial budges but present no plans for the use of the funds. Oxfam also looks into the sizeable petty cash funds allocated to the Presidency and Congress, with much spending discretion.
