The president of the National Drug Control Agency (DNCD) Felix Alburquerque told reporters on Monday, 2 December, that drug trafficker Cesar Emilio Peralta was not arrested in the Dominican Republic despite rumors of his whereabouts because the authorities were adhering to protocols, as reported by N Digital.
“The information has to be validated, the information has to be transmitted, it has to fulfill the intelligence cycle for us to know if it is timely, pertinent and effective. We needed international collaboration and we also needed to have enough data for us to be able to give answers at that moment,” he argued when asked by a journalist during the press conference to announce Colombia Police had captured Peralta.
