
In the 16 February 2020 municipal elections, depending on the municipality, the vote can be using printed ballots or automated voting machines. In a presentation to the press on 11 February 2020, the Central Electoral Board (JCE) shared details on the improvements made to the automated vote model. The new features were incorporated after receiving recommendations from the International Foundation for Electoral Systems (IFES) and the Alhambra Eidos auditing company.
Details were given on the mobile application that will be used to disseminate the results of the manual voting. Mario Núñez, national election director, said that after data is input in the mobile app, a voucher will be printed that will be signed off by the voting station officers and the delegates of political parties at the voting station. This will in turn be transmitted to the JCE, the municipal electoral board, the political parties and the media.
Miguel Ángel García, national information technology director for the Central Electoral Board (JCE), informed that, after the assessments in January, a series of security measures were incorporated in the electronic system that will be used in the 18 largest voting municipalities.
He said reports by universities, the Spanish company Alhambra Eidos, and IFES determine the “system does what it has to do.”
