JCE fails to act on illegal propaganda by Gonzalo Castillo and Faride Raful

Participación Ciudadana, the civic watchdog group, urged the Central Electoral Board (JCE) to fulfill its role to curb untimely political propaganda. Carlos Pimentel, executive director of the civic movement, called for the JCE to exercise its regulatory capacity.

Modern Revolutionary Party (PRM) have called for a stop to the campaigning of ruling Dominican Liberation Party (PLD) presidential candidate, Gonzalo Castillo. The PLD delegates have responded with a call for PRM National District senator candidate Faride Raful to remove her billboards.

Lawyer Namphi Rodríguez says the JCE has been selective in applying the law, in mention to the PLD presidential candidate and PRM senator candidate Raful. Rodríguez says that in the case of less prominent candidates, these have been notified on the illegality of advertising outside the campaign period for the May 2020 congressional and presidential election.

“These candidates are violating Articles 155 and 169 of the Electoral Regime Law that state that propaganda is only admissible after the JCE has made the election proclamation, which is usually done 90 days before the election,” he added.

Article 87 of the Political Parties Law 33-18 establishes that the JCE will open the campaign period for the presidential and congressional election no later than 90 days before the election. The election is scheduled for 17 May 2020.
