Radio amateurs are back up to cell phones in case of disaster

The Dominican Institute of Telecommunications (INDOTEL) and the Emergency Operations Center (COE) signed an agreement on 11 February 2020 that formalizes the use of amateur radio bands and processes in case of a disaster. Signing were General Juan Manuel Mendez for the Emergency Operations Center (COE) and Nelson Guillen, for the Indotel. Both highlighted the important work radio amateurs carry out to support their communities during and after any disaster event.

The document commits radio amateurs to use the WINLINK system as a means of transferring information to and from the Dominican Republic, and providing local communications support for disaster response for Civil Defense, the COE, and the Dominican Red Cross and other aid agencies.
