
The Public Health Minister, Dr. Rafael Sánchez Cárdenas, continues to express his anger that procurement during these times of emergency be questioned. Dr. Sánchez and the coordinator of the High Commission for the Prevention of Coronavirus, Gustavo Montalvo, have energetically defended the transparency in Public Health purchases by the Medina administration during the emergency situation.
Yet, the leading opposition party, the Modern Revolutionary Party (PRM), continues to insist on more transparency and information on government procurement during the state of emergency. The PRM requested on 22 April 2020 from the General Comptroller of the Republic and the Chamber of Accounts detailed reports on procurement by the Ministry of Public Health, the National Health Service (SNS), the Pharmaceutical Drugs Program (PROMESECAL), the Ministry of Public Works (MOPC), Ministry of Defense, and the Office of State Works Supervisory Engineers (OISOE).
The opposition political party requests details on the bidding process and award of contracts during the state of emergency. The PRM requests especially the details of the purchase order carried out by the Ministry of Public Health identified with the number MISPAS-MAE-PEEN-2020-0036 dated 25 March 2020. In its request to the General Comptroller and the Chamber of Accounts details on this particular purchase, the PRM alleges there was a violation of the legal procedures.
The PRM says that the law obliges contracting entities to provide a detailed report15 days after the purchase and contracting of the goods and services.
