FINJUS calls for an end to the “little barrel” slush fund for legislators

The vice president of the Institutionalism and Justice Foundation (Finjus), Servio Tulio Castaños Guzman is calling on the Senate and the Chamber of Deputies to end the use of the Fund for Social Management, much better known as the “little barrel” (essentially a slush fund for use by legislators with little or no accountability).

Finjus suggests that the discretionary use of these funds is contrary to the primary role of the legislators. He says the fund is a travesty to transparency and the money would be better put to use for programs to combat the Covid-19.

Castaños Guzman wants the money to be used to help restore businesses, create jobs, cure the sick, and pay for vital services. He also called for the identification of those areas where public funds are detoured from their stated purpose due to poor governance, inefficiency and the movement of funds for political activities.
