
For the record, the leading opposition party, the Modern Revolutionary Party (PRM) deposited a request before the government Administrative Anti-corruption Agency (PEPCA) and the Attorney General Office (PGR) for an in depth investigation into contracts awarded by the Ministry of Public Health for over RD$3 billion with the National State of Emergency to Tools & Resources Enterprises – Toreen, SRL, a Dominican company with but RD$100,000 in authorized capital.
Among the lawyers preparing the submitted document is Jorge Luis Polanco Rodríguez, the same lawyer who released evidence of irregularities in asphalt contracts for around RD$3 billion signed by former Public Works Minister Gonzalo Castillo and denounced by muckracking journalist Marino Zapete. Castillo would go on to become the ruling Dominican Liberation Party (PLD) presidential candidate.
The case against Tools Resources reveals that the company had been favored by government contract work since the start of the Medina administration in 2012. Major irregularities had already been denounced in the fulfillment of the work contracted to the company over the years. Nevertheless, the company has continued to be favored with billions in government procurement.
The lawyers request the investigation ascertain who the owners of the company. The document states that an analysis of the professional and economic profile of the company’s official partners reveals a discrepancy in the professional and economic profile of these individuals and the company’s enormous income and profits.
