Citizen Participation wants more accountability for government emergency spending

Citizen Participation civic watchdog group says that the Medina administration is not sharing financial and economic information on the procurement and activities carried out by the government to combat the Covid-19. Citizen Participation says the government is not holding itself accountable to the bi-cameral commission that should monitor the spending and actions, their effectiveness and costs.

For the next reports, Participación Ciudadana demands that the following information be included in a detailed and precise manner:

• A list of the donations received by the government, by source and amount, as well as the names of the institutions and organizations to which these donations were destined.
• Budgetary items that have been affected and details of the budgetary execution of public funds destined to combat the pandemic and to provide economic assistance to institutions and individuals.
• List of purchases made under the state of emergency, by company and amount.
• Details of the execution of the Fase programs including a list of the beneficiary companies, by amount and number of workers.
• Details of the Stay at Home (Quedate en Casa) program, including number of beneficiaries and geographical distribution.
• List of centers assigned and contracted to perform coronavirus tests, source of funding for them and geographical distribution.
• Costs and number of PCR tests performed by private laboratories, as these are being financed by public funds.
• Detail the support given by the Ministry of Hacienda to the pharmaceutical industries in the production and import of medicines and inputs, so that these reach adequate prices, and the population benefit from the savings.
• Include in the reports to Congress a special section with details of all monetary and financial measures taken by the Central Bank, the amounts involved and the beneficiaries.

Participación Ciudadana understands that the information is needed for the supervisory commission of Congress and citizens in general to monitor the National State of Emergency.
