International firm to audit Punta Catalina power plants

Serafin Canario de la Rosa, the new general manager of the Punta Catalina Thermoelectric Center, the country’s new 752 MW coal-fired power plant, announced the tender for the hiring of an international company to audit the construction of the power plant. The plant was built by the consortium Odebrecht-Technimont-Estrella.

Before the change of government and the inauguration of the power plant on 29 July 2020, Serafin Canario de la Rosa had presented a report indicating that unit #1 did not pass the so-called Verification of Operational Restrictions (VEROPE) tests. His consulting firm, Grupo Canario, had won the tender for the audit findings delivered to the Public Electricity Corporation (CDEEE) in June 2020.

After revealing the findings on unit #1 to the press, Grupo Canario was not allowed to audit Unit #2. Serafin Canario’s predecessor at Punta Catalina, Jaime Aristy Escuder, discredited Canario’s findings on the deficiencies of the power plant.
